Not that it seems contradictive, but I do believe that God wants us to speak to Him, whenever and wherever we might be; we are His children, and our loving Father is more than willing to listen; when we call upon Him, He does listen! I absolutely believe that He hears us, cares what we have to say, and more than willing to answer our prayers; the answer however might not come as quick as we might like, nor will it always be the answer we might be asking for: our Father knows best what we need!
Looking at this in several different lights; "rash" is a word that has very contradictive meanings: afraid and amazed; terrified and anxious; to flee in trepidation and to hasten after. Basically, it is talking about choosing your words, and not just shooting off with your mouth: speaking from your heart, yet not letting your feelings be what motivates your thoughts.
I know, by firsthand experience, what this is speaking about and why it really makes a tremendous difference in our manner that we approach God, especially when we are facing a catastrophic set of circumstances. If I may, the thing I find best to do, especially when we are faced with something that is, shall we say, devastating and seems too hard to handle, is to stop all that emotional breakdown you are going through, and start thinking about Jesus Christ on the cross!
There is nothing more devastating than what He went through, to give us eternal life in Himself! The more we realize what He did and how much He loves us, the more the disaster of what we might be going through seems less critical and devastating! We can actually find peace and comfort in the midst of any storm, just by putting the focus upon Jesus and His sacrifice for our all of our sins...
"But it was the LORD'S good plan to crush him and cause him grief. Yet when his life is made an offering for sin, he will have many descendants. He will enjoy a long life, and the LORD'S good plan will prosper in his hands. When he sees all that is accomplished by his anguish, he will be satisfied." (Isaiah 53:10-11 NLT)
